The Challenge
TrustMark, the UK Government-endorsed quality scheme, needed a secure and scalable digital platform to support one of the Each Home Counts review’s key recommendations. To give the UK a transparent, long-term record of home improvements and ensuring rigorous oversight of government-funded retrofit schemes such as ECO4, GBIS, and SHDF. The goal was ambitious:
- Track works at a property level to build a digital home history.
- Provide real-time compliance monitoring to protect funding integrity.
- Enable seamless integration for multiple scheme providers, each with different rules and reporting obligations.
This wasn’t just a technical challenge, it was a compliance, trust, and public accountability mission.

The Solution
The TrustMark Data Warehouse is now the national lodgement platform for UK government-backed retrofit schemes. It combines strong governance with flexible technology to serve the industry for the long term. Key capabilities include:
Adaptable Architecture
Designed to handle any PAS 2035-compliant scheme, with the ability to add new funding streams without disrupting existing ones.
API-First Integration
Secure, high-availability API allowing scheme software providers and energy companies to connect directly for real-time lodgement.
Automated Compliance Checks
Every project validated against official property, coordinator, and licensing records before acceptance.
Role-Based Access & Auditing
Controlled data views for coordinators, auditors, and scheme operators, ensuring GDPR compliance and data integrity.
UK-Based, Scalable Hosting
Secure cloud deployment in UK-sovereign data centres, ensuring resilience and regulatory alignment.
The Impact
1.2 million+ lodgements processed with exceptional data accuracy.
Nine separate retrofit funding schemes integrated into one platform.
99.9% API availability, enabling near real-time industry data exchange.
80,000+ digital audits performed annually, supporting enforcement and consumer confidence.
Collaboration in Action
A defining feature of the project was the way technical delivery and compliance oversight were kept in lockstep.
This ongoing, direct liaison meant the platform didn’t just meet technical specifications, it became a trusted, central tool for delivering TrustMark’s mission.
Direct engagement with TrustMark stakeholders ensured the platform evolved in line with scheme requirements and strategic priorities.
Two-way feedback meant that operational challenges identified by TrustMark could be rapidly addressed through system changes.
Close coordination on integration ensured that Scheme Software Providers could connect smoothly, with TrustMark confident in the quality and integrity of incoming data.
Looking Ahead
The platform is ready to evolve further:
- Consumer-facing property passports will give homeowners a digital record of their retrofit history.
- Predictive quality assurance using machine learning will help identify risks before they become problems.
- Integration with lenders, insurers, and conveyancers will expand the value of verified retrofit records beyond compliance.
Tech Influence is proud to have led the architecture, build, and ongoing operation of a system that underpins public trust in UK home energy improvements and to have done so through genuine, long-term collaboration.
